About NEC

New Economy Consulting is Oregon’s premier cannabis consulting firm. Founded in 2013, NEC was instrumental in the drafting and successful passage of the law that legalized medical marijuana dispensaries (HB 3460) and recreational marijuana legalization (Measure 90). Since the legalization of medical dispensaries, NEC has been working with owners, operators, landlords, agents, contractors and attorneys to develop and support the Oregon cannabis industry. NEC specializes in real estate evaluation, state and local compliance, OLCC licensing and operational requirements, supporting new ventures and developing opportunities for our clients.

In addition to supporting cannabis businesses, NEC is deeply engaged in Oregon and national politics relating to growth and protection of the cannabis industry. NEC works closely with elected officials and decision makers throughout the state of Oregon. Our team advises, state and local politicians, national organizations and supports local governments in crafting and implementing cannabis regulations.

Future Work

In addition to our work with The Marketplace, NEC is actively pushing the reform of existing state laws to allow for the licensing and regulation and licensing of social consumption facilities.

Our Team

 

Sam Chapman

In 2013, Sam co-authored House Bill 3460, the Oregon law that legalized medical marijuana dispensaries. His previous experience includes consulting for statewide political campaigns, assisting local governments in writing rules and regulations, and advising small business start-ups on raising capital. Sam currently serves on the Oregon Liquor Control Commission Business Rules Advisory Committee and the City of Portland Marijuana Task Force. Sam is also a licensed commercial real estate broker. He has been a resident of Oregon for 20 years and holds a baccalaureate degree from the University of Oregon in Philosophy and Political Science.

Phillip Schwartz

Phill has extensive experience in the cannabis industries of both Oregon and California where he has worked with clients to open state compliant dispensaries. Phill has also successfully formed and manages several companies in the Portland area. In 2014, he joined New Economy Consulting as a managing member and provides cannabis industry business, compliance and marketing analysis to companies seeking to operate in the Oregon Cannabis Industry. Phill graduated from Reed College where he majored in Military History.
